Summary: 

Assists the Business Manager with weekly Procas payroll adjudications and preparing monthly contract payroll invoice statements by completing all aspects of contract lifecycle management.

Qualifications: 

Ability to successfully hand the following responsibilities:

• Duties and responsibilities will overlap the Business Manager and Payroll Specialist to provide increased business continuity across multiple business areas
• Supports payroll and invoicing audits by providing information and answers to auditors
• Maintains financial security by adhering to internal controls
• Review all incoming contract orders, SONs, proposed staffing changes, task orders, and RFPs.
• Produce cost proposal narratives and cost details for all assigned RFPs.
• Review and approve subcontractor timesheets, invoices, and contract granular data.
• Review weekly and monthly report submissions.
• Produce subcontractor SOWs and POs per individual and task order, route for signature and electronic storing.
• Track and manage funding expenditures and communicate funding needs/concerns with customers.
• Produce and submit subcontracts, letters of authorization, and other subcontracting compliance documents to Manager of Business Support for approval.
• Work closely with FSOs to facilitate contract compliance. Review DD254s for subcontractors as needed.
• Participate in weekly calls with strategic partners to ensure coordination of new tasks, new contracts, new subcontracts, and new hires.
• Verify negotiated pay and bill rates ensure proper incentives for top talent while monitoring contract spend and profitability margins.
• Track and manage proper account setup in Procas.
• Draft and submit memos and other correspondence within the assigned timeframe. Written memos are comprehensive, accurate, concise, and conform to all relevant format guidelines, including plain language requirements.
• Articulate HQ priorities in meetings as well as in any briefing materials, talking points and other work products that he or she may be requested to draft or edit.
• Train other Project Analysts and other new personnel regarding all of the above, as assigned.
• Assist with other projects as needed, cross train in the areas of business management, payroll and accounting
• Support other offices/functions as needed including but not limited to the following:
o Prepare, review, and post open job descriptions to all recruiting websites
o Source, review, and vet potential candidates from all recruiting websites
o Prioritize workload through constant communication with the Manager of Business Support
• Review Weekly Hours Report and take actions as needed.

Education / Experience Required: 

• Bachelor’s degree in Business Finance, Payroll, Accounting or similar field
• 3 - 5 years’ experience
• 2+ years’ work experience with a government contractor preferred
• PROCAS accounting, payroll and reporting software experience preferred
• Strong Microsoft Excel skills (pivot tables, VLOOKUP, sumif, etc.)
• Strong organizational skills and time management skills
• Must be analytical and have great attention to detail
• Ability to multi-task, with the ability to adapt to changing workflow
• Self-motivated, able to perform duties with minimal supervision
• Candidate should demonstrate excellent interpersonal skills and deal with other departments and outside parties
• High level of accuracy
• Maintain financial security by following internal controls
