Summary: 

Quality Support, Inc., is seeking a Senior Contract Specialist  for its Headquarters Office in Alexandria, VA.  An active SECRET or TOP SECRET security clearance is desired. 

 
Duties/Requirements/Qualifications: 
  • (Preferred) Advanced knowledge and understanding of small business operations and government contracting laws and regulations.
  • Communicate effectively and confidently with high-level executives and managed staff.

  • Ability to manage projects at an HQ level. 
  • Effectively and politely interface with public.
  • Excellent customer service, written, and oral communications skills
  • Ability to interpret and apply complex regulatory material
  • Ability to work independently and/or as a member of the team to effectively interact with personnel at all levels.
  • In-depth knowledge of FARS, DFARS and DoD contracting policies and procedures. 
  • Effectively manage and administer complex Federal Government contracts 
  • Support contracts and subcontracts departments rovide contract support for Federal Government customers 
  • Serve as a liaison between Program Managers, Government Contracting Officers, and Teaming Partners 
  • Provide expertise across various types of government contracts such as: Firm Fixed Price (FFP), Firm Fixed Price/ Level of Effort (FFP/LOE), Time and Materials (T&M), Cost Plus Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ), Blanket Purchase Agreement (BPA). 
  • Strong negotiation skills with contractors and subcontractors as well as ample knowledge of applicable regulations (i.e. FAR, DFAR). 
  • Improve and ensure the management process of contracts and subcontracts 
  • Be responsible for preparing, examining, analyzing, negotiating, and revising contractual language in contracts and subcontracts 
  • Monitor the lifecycle of Task Orders and delivering monthly reports 
  • Prepare contract briefs and revisions summarizing requirements and budgets.
  • Track correspondence, authorizations, payments and deadlines. 
  • Assist with the preparation and submission of monthly and quarterly progress and financial reports 
  • Prepare, examine, negotiate, execute, and revise various types of Agreements (i.e., Non-Disclosure Agreements, Teaming Agreements, Letters of Intent, Partnership Agreements, Subcontract Agreements, Joint venture Agreements. 
  • Ensure subcontracts are in compliance with legal requirements and government regulations 
  • Identify and mitigate risks associated with contract terms and conditions  
  • Provide guidance and leadership to cross-functional business team members and coordinate with all departments involved
  • Analyze cost and price data as well as labor and material cost 
  • Monitor contractor’s performance to ensure compliance with contractual obligations 
  • Assist senior management with special contract related projects when needed 
  • Update, review, maintain SAM, CPARS, PPIRS, WAWF and GSA databases. 
  • Effectively and professionally respond to phone calls and electronic communications from colleagues, USG agencies, customer offices, and potential strategic partners. 
  • Review and update SOP library.
  • Close out expired and terminated contracts.
Education / Experience Required: 
  • Bachelor’s Degree, and/or certification in Contract Management;
  • Six (6) years of written and oral communications in an office environment, including;
  • Two (2) years of policy development, implementation, and oversight;
  • Eight (8) years of experience utilizing a variety of office software, specifically: MS Word, MS Excel, MS Outlook, payroll processing software and accounting software such as ADP, Insperity, Procas, Deltek, and Sage Peachtree.
  • Ten (10) years of experience working with government contracts, GSA contracts, GSA schedules and SAM.
  • Ten (10) years of experience working with cost proposal submittals with detailed cost analysis.
