Management Consultant - Sterling, VA (NTC)

QSI is seeking a Management Consultant who will provide support to high-level Government staff. The Consultant may be tasked with monitoring and delegating work to personnel or a team, as well as leading special projects. Depending on Government needs, the consultant may be required to be a Subject Matter Expert (SME). The Management Consultant is expected to perform all duties assigned, which may include but are not limited to other tasks.

Duties/Requirements/Qualifications

The incumbent must have experience as a consular officer using visa-related consular systems including IVO, NIV, INK, and the Consular Consolidated Database (CCD).  The incumbent must also:

  • Effectively and diplomatically interface with all interlocutors;
  • Demonstrate excellent customer service, written, and oral communications skills;
  • Ability to work independently and/or as a member of the team to effectively interact with personnel at all levels;
  • The incumbent must have experience creating, storing, and updating documents with the full suite of Microsoft Office products: Word, PowerPoint, SharePoint, Excel, Teams, and Outlook; and
  • The incumbent must have strong organizational skills, accurate and strict attention to detail, be able to visually display information clearly to a broad audience, and have good electronic filing and file retrieval skills. 

The Management Consultant provides support to the high-level Government staff and may be assigned to monitor and delegate work to personnel or team and lead special projects.  Depending on Government needs may be required to be a Subject Matter Expert (SME).  The Management Consultant may perform all duties required including, but not limited to, the following:

  • Serve as a key advisor to VO/I management on immigrant visa systems-related issues, including the development of software and programs related to visa adjudications and processing;
  • Serve as a liaison between VO and Consular Systems and Technology (CA/CST) by coordinating priorities, monitoring visa systems development, and ensure that system updates and new systems deliver the greatest possible functionality for end-users;
  • Coordinate outages, facilitate Ticket Approvals, attend and contribute to Program Increment Planning, track projects, and review and edit Knowledgebase articles;
  • Coordinate with VO’s Domestic Operations Division on issues of technical support, including support for the National Visa Center and Kentucky Consular Center;
  • Advise CA, VO, and other government agencies;
  • Be self-motivated, proposing innovative solutions and projects to achieve VO/I’s desired goals; and
  • Assist with other duties as assigned.
Education / Experience Required
  • Bachelor’s Degree;
  • At least 15 years of consular experience, including experience adjudicating and processing immigrant and nonimmigrant visas;
  • Proficiency with software, including: Word, PowerPoint, Excel, Outlook and SharePoint.
  • Ability to use Department information technology software that pertains to the work of visa processing;
  • At least three (3) years of experience working with consular software applications and systems including the Consular Consolidated Database and the Consular Electronic Application Center;
  • At least three (3) years of experience liaising with VO and CST;
  • Experience in obtaining proper clearances within VO; and
  • Experience working with the interagency on visa and immigration policy.
