VO/F/OI manages all of VO’s public-facing content, including information on visa policy, interpretation of visa laws, applicability of regulations, and the effects of White House executive actions on the visa process.  VO/F/OI oversees VO’s Web Unit, which maintains visa-related content on CA's public-facing website,, and on CA's intranet site, CAWeb.  The Web Unit ensures that provides accurate information to its tens of millions of unique visitors each year.   The Web Unit also ensures that CA’s  intranet site, CAWeb, provides an up-to-date, accurate, and comprehensive body of visa-related guidance and other reference materials for visa adjudicators worldwide. The Web Unit gathers and reviews data gathered from website analytics and feedback from VO colleagues domestically and overseas to create new or enhanced visa-related content and features on both and CAWeb. The Web Unit also represents VO on CA’s Web Working Group, which collaborates on the ongoing redesign of and CAWeb. The Web Unit reviews visa-related content on post and GSS websites, and works with VO leadership and the Bureau of International Information Programs (R/IIP) to conduct selected post website reviews to ensure post content adheres to Department and CA guidelines.  The Web Unit staffing pattern consists of one Website Content Manager contract employee serving as the Web Unit Manager and two Website Content Coordinator contract employees. The Web Unit seeks to fill one vacant contract Web Unit Manager position.   Reporting to the CA/VO/F/OI United States Government (USG) Manager, the incumbent will serve as the Team Lead providing oversight and management support for the design, content, development and maintenance of the Bureau’s public-facing website, intranet site, and SharePoint subsites. The incumbent must have the ability to effectively lead a team of Website Content Coordinators in support of consular web-based initiatives and have strong quality control experience in an online environment, with accurate and strict attention to detail, at a low error rate i.e., very few typos, broken/misdirected links, etc.

  • Under the direction of the CA/VO/F/OI USG Manager, coordinate with stakeholders (VO, other bureaus, and other government agencies) regarding their visa-related website information.
  • Work closely with the CA/VO/F/OI USG Manager, Web Content Coordinators, key partners, and IT teams to capture or define requirements for web projects.
  • Create/edit, proofread, and update content for the Bureau’s internet and intranet websites, and SharePoint subsites.
  • Provide technical editing (including proofreading, grammar, and punctuation) to website content.
  • Create page templates, prototypes, web portals, logical site navigation, and layout of content for the intranet and internet.
  • Integrate video, photos, graphics and other multimedia materials on the internet and intranet website, providing a seamless link with external sites, such as YouTube and others.
  • Collaborate with the CA/VO/F/OI USG Manager and internal staff to monitor internet and intranet websites, and SharePoint subsites, for accuracy, timely updates, relevance and usability on an ongoing basis. Provide daily oversight and quality checks to ensure website features and tools consistently deliver as designed.
  • Measure, collect, analyze, and report on internet and intranet website traffic, customer behavior, and customer feedback to correct issues and/or identify opportunities for improvement.
  • Contribute to the ongoing design and maintenance of SharePoint subsites.
  • Liaise with IT department (both IRM and CA/CST) and external web developers to resolve technological issues and conduct work.
  • Conduct reviews of U.S. Embassy and Consulate websites to ensure compliance with post website standards.
  • Identify and post relevant VO cables to intranet and internet website.
  • Monitor workflow and status of project tasks and client requests and provide regular updates to CA/VO/F USG Managers and stakeholders.
  • In consultation with CA/VO/F/OI USG Manager, evaluate business processes and work flows, making practical recommendations for process improvements, and assist with implementing and validating any process changes. 
  • Gain working level understanding of visa and immigration laws, policies and procedures.


Education / Experience Required
  • Two to three years of specialized experience as a website content specialist, or similar role engaged in website content modifications and implementation of digital enhancements within a web-based content management system.
  • Three to four years of experience utilizing a variety of office software, specifically: MS Word, MS Power Point, MS Excel, and MS Outlook. 
  • Two to three years of specialized experience with web-based technologies, including Adobe AEM, Photoshop, Illustrator, basic HTML, and/or other design-related applications. 
  • Two to three years of experience with Microsoft SharePoint, including the use of Web Parts to modify the content, appearance, and behavior of SharePoint subsites.
  • Two years of experience with Google Analytics. 
  • Two to three years of experience with ForeSee (or other survey sampling tool). 
  • Excellent proofreading and technical editing skills, with an excellent grasp of English grammar, spelling, and punctuation.   
  • Ability to effectively and politely interface with public.
  • Excellent customer service skills.
  • Ability to interpret and apply regulatory and policy material.
  • Ability to work independently and as a member of the team to effectively interact with personnel at all levels.
  • Ability to juggle multiple projects in a fast-paced, deadline-driven environment.
