Center for Veterans Enterprise (CVE)
Program Effectiveness Measurement Project
September 2006 – December 2007
The Center for Veterans Enterprise (CVE) provides numerous valuable services for Veterans and Service-Disabled Veterans who seek to open or expand a business. In support of their meaningful and determined goals, Quality Support, Inc. provided professional logistics services, focus group facilitation and management, evaluation, and reporting on the effectiveness of current outreach materials and services of the CVE. Our staff developed survey tools and scripts used to gather feedback and specific opinions from target audiences including Federal Government procurement officials, Prime contractor Small Business Liaison Officers and Representatives, Procurement Technical Assistance Center (PTAC) staff, Service Disabled Veteran Business Owners and staff, and other involved individuals. We conducted national focus group sessions in four specific areas of interest. We were responsible for preparing and presenting detailed work plans, identifying possible topics and materials for discussion, developing scripts for the focus group presentations and surveys with questions to elicit discussion, proposing, identifying, and recruiting participants for each focus group, and selecting dates, times, locations, and venues for the groups. In conducting the focus groups, our staff reviewed specific topics of interest with attendees and then facilitates analytic discussions, gathering relevant information to be used in increasing efficacy of current methods and for use in developing new tools. Additionally, our staff conducted telephone and in-person interviews with key individuals whose ideas and opinions were deemed significant to the project. We ensured accurate collection of data through videography, audio recording, and transcription services. Our staff ultimately delivered an oral and written presentation to the CVE in the Spring of 2007, reporting the results of the focus groups, as well as possible improvements to the specific programs and tools reviewed at each session.
